dc.description.abstractDünyadaki bazı değişimleri ve dönüşümleri kapsayıcı bir şekilde kavram olarak ifade eden küreselleşme, ekonomi, siyasal, toplumsal ve kültürel alanlarda göstermekte olduğu etkileri yerel yönetimler düzeyinde de kendini hissettirmektedir. 1990’lardan sonra yoğunlaşan küreselleşmenin etkisiyle yönetim anlayışında da önemli değişimler meydana gelmektedir. Devletin küçültülmesi, kamu yönetiminin yeniden yapılandırılması tartışmalarında da yerel yönetimler, kamu hizmetlerinin etkin, verimli, kaliteli olarak halkın beklentilerine uygun hale gelerek sunulması ve halka en yakın birimler olarak öne çıkarılmaktadır. Gelişmekle beraber küreselleşme aynı zamanda yerelleşme süreci, dünyada desantralizasyon (yerelleşme) durumlarını gündeme getirebilmektedir, küresel faktörlerin de destekleriyle bu durumlar sonucunda merkezi yönetimden yerel yönetimlere görevler devredilerek, yerel yönetimlerin işlevlerinde önemli dönüşümlere yol açılabilmektedir. Yerel yönetimlerin örgütlenme yapılarında, ekonomik ve sosyal işlevlerinde, hizmet sunum yöntemlerinde, katılımcı mekanizmalarında, mali yapılarında, denetim ve özerkliklerinde, sorumluluk ve hesap verebilirlik anlayışlarında değişimler ortaya çıkmaktadır. Bu çalışmada Sefaköy Kültür Merkezi örneğinden hareketle bu unsurlara değinilecektir.tr_TR

dc.description.abstractolContainer all over the world in a way that expresses a concept of change and transformation, globalization, economic, political, social and cultural fields has demonstrated the effects felt at the level of local governments. Understanding of the effects of globalization intensified after 1990, significant changes have occurred with the administration of the state downsizing, restructuring of public administration debate local governments, public services, effective, efficient, high-quality presentation and the public in accordance with the expectations of the people, increasingly stands out as the closest units. With globalization, the process of decentralization in developing simultaneously all over the world came to the agenda of decentralization policies, supported by global players as a result of these policies delegation of authority from central government to local governments, has led to important alterations in the structures and functions of local governments. Organizational structure of local authorities, economic and social functions, service delivery methods, participatory mechanisms, financial structure, control and autonomy, responsibility and accountability changes in the understanding has emerged. In this study, these factors will be discussed through the example of Sefaköy Cultural Center.tr_TR
