dc.description.abstract	İnsanoğlunun ateşi keşfetmesiyle birlikte ateşin kullanım alanları genişlemiş ve insan hayatında önemli bir yer edinmiştir. Ateşi kullanarak hayatını idame ettiren insanlar ateşten faydalanmakla birlikte ateşin kontrolden çıkmasıyla ateşin tehlikeli yüzüyle tanışmışlardır. İnsanlara faydası dokunan ateşin kontrolden çıkması insana ve doğaya telafisi mümkün olmayan zararlar vermiştir ve vermeye devam etmektedir. İnsanlar ateş olmadan yaşayamayacağı için ateşin getirisi olan felaketlere karşı savunma mekanizmaları oluşturmaya çalışmışlardır. Acı tecrübelerle devam eden bu süreçte oluşan maddi manevi büyük kayıplar, ateşin getirisi olan yangınlarla mücadelede profesyonel hareket etmeyi gerektirmektedir. Yerel yönetimlerin bünyesinde olan itfaiye teşkilatı yönetimsel olarak yerel yönetimlerin kapasitelerine bağlı kalmış ve gelişim noktasında bu kapasitenin sınırları içerisinde ilerleyebilmiştir. Bu durum itfaiye teşkilatının standardize edilmesini engellemiş ve bu doğrultuda iyileştirmeye gidilmesini gerekli kılmıştır. Çünkü itfaiye kurumu yerelin üzerinde ülke çapında bütünsel yaklaşılması gereken bir yönetime sahip olmalıdır. Afet ve Acil Durum başlığında yer alan olaylarda itfaiye teşkilatı yalnız kalmakta; arama kurtarma hizmetinden ilk yardım hizmetine kadar tüm başlıkları bünyesinde toplayarak geniş bir hizmet ağını tek kurumda tamamlamaya çalışmaktadır. Bu sebeple itfaiye teşkilatının iyileştirilmesi üzerinde durulan çalışmada itfaiye kurumun geliştirilmesi için dört madde temel alınmıştır. Bu çalışmada öncelikle genel açıklamalar yapılmış, Osmanlı Döneminden Cumhuriyet sonrası ve günümüze itfaiye teşkilatının tarihinden bahsedilmiş ve İstanbul İtfaiyesi ile ilgili gerekli istatiskî ağırlıklı bilgiler verilmiştir. İkincil olarak İtfaiye teşkilatının iyileştirilmesi ile ilgili olarak belirlenen dört madde olan itfaiye teşkilatının yönetimsel iyileştirilmesi, gönüllü itfaiyecilik, itfaiye kurumunun stratejik-hukukî geliştirilebilirliği ve itfaiye teşkilatı eğitim programının iyileştirilmesi üzerinde durulmuştur. Bu başlıklar temel iyileştirme maddeleri olarak seçilmiş ve itfaiye teşkilatı konusunda başarılı istatistiklere sahip ülkelerden örneklemelerle desteklenmiştir. İtfaiye teşkilatının iyileştirilmesine dair örnek teşkil edecek olan çalışmada yer alan iyileştirme başlıkları; birbirini destekleyen ve perçinleyen aşamaları barındıran aynı zamanda ileriye yönelik standardizasyonu sağlamaya yardımcı olacak kapsamları barındırmaktadır. Bu doğrultuda sonuçlar ve öneriler kısmında bu adımlar uygunluğu İtfaiye teşkilatının iyileştirilmesinde bu maddelerin önemi vurgulanmıştır.	tr_TR

dc.description.abstractol	With the discovery of fire by mankind, the uses of fire are expanded and the fire has important place in human life. Although benefits f fire, people who continue life using the fire, faced the dangerous part of fire which is out of control. The out of control fire has been helping people give cause irreparable damage compensation to human beings and nature, and continues to do so. People cannot live without fire, therefore tried to build defenses against catastrophic effect of fires. Great material and moral losses incurred in this process continued through bitter experience, it requires professionals to act in the fight against fire. The Fire Department is administratively within the local government stuck to the capacity of local governments and were able to move within the boundaries of the development of this capacity point. This situation prevented the fire brigade to standardize and it has necessitated improvements in this direction. Because firefighters institutions must be approached holistically across the country must have a government on the local. Located in Disaster and Emergency title in the event, the fire department in alone; A wide range of services from the network until the first search and rescue service assistance by collecting all the titles within a single institution is trying to complete. For this reason, the study’s focus on developing of the fire brigade, four agents for the development of fire agencies are based. In the study, firstly general statements are made, the history of fire brigade is mentioned from the Ottoman period to Republic and up to present day and necessary statistical and other information about İstanbul Fire Brigade is given. Secondarily administrative improvement of the fire brigade of the four substances identified as related to improving the fire department, volunteer fireman, strategiclegal institutions development of fire and the fire department were focused on the improvement of the training program. This title is supported by examples of successful countries have been selected as basic statistics on healing agents and fire brigades. Improvements in the working area of the titles that will serve as an example to the treatment of the fire brigade; supporting each other and clinched the stage hosting is also hosting scope will help ensure the future standardization. compliance on the part of these steps results and recommendations in this regard emphasized the importance of these substances in the improvement of the fire brigade.
