Abstract

Throughout its history, humanity, has always had to struggle with disasters. The experiences gained as a result of this struggle revealed the necessity of today's institutional structures in fighting against disasters. In accordance with this necessity, it is seen that there is an institutional structuring for disasters in every country in the World. However, these institutions should not only the sole responsible body fighting against disasters, because disasters affect the entire society in the region where they occur, and the losses that they caused can only be prevented by a total struggle. Moreover, nowadays, disasters not only affect the region that they occur, also they can affect the wide areas which have economic, cultural and social bond with this region. Besides, the new risks which we create on the way of modernization is turned the disasters into a most important problem in the age. This problem is also verified by the forward scientific researches’ outputs that disasters’ damages will continue increasingly. For this reason, the key point in fighting against disasters is the collaboration formed by the institutions that will take part in this struggle. In order to ensure this collaboration, first of all, all existing and potential resources that will take part in fighting against disasters should be determined. Then, all these resources need to work in harmony for the same purpose. Therefore, future collaborations which will be build resilience for disasters is going to be of vital importance. The aim of this study is to find an answer how the system theory and strategic communication management, which is thought to provide important opportunities for the realization of these collaborations, can be used in such organizations. Within the scope of this research, a comprehensive literature review has been conducted on the requirement of the disaster management, and the system theory and the strategic communication management in the first section. After this literature review, semi-structured interviews were conducted with the representatives of the institutions and organizations determined in line with the sample and limitations of the research. The current situation has been tried to be revealed through these interviews. In the conclusion, a strategic communication model based on a proactive and two-way symmetric model has been developed for the management of the communication between the current and the potential institutions who are responsible for disaster management in Turkey.
