dc.description.abstract	Araştırmada modern demokrasilerin ve yerel yönetimlerin vazgeçilmezi meclis konusu işlenmiş ve demokrasinin tanımından yola çıkılarak, yönetim kavramı anlatılıp, yerel yönetimler neden vardır? Sorusuna cevap aranmıştır. Türkiye’nin yerel yönetimleri irdelenip, il özel idaresi, ilçe belediyeleri ve büyükşehir belediyelerinin tanımları, ayrıca ilgili kanunlar tarafından verilen görev ve yetkileri açıklanmıştır. Türkiye’de belediyeciliğin tarihsel gelişimi Osmanlı Devleti zamanından bugüne kadarki anayasaların yerel yönetimlere verdikleri önem, ilçe meclislerinin kanunlar çerçevesinde teknik olarak analizi yapılmıştır. Örnek ilçe gösterilen ve hakkında kısa bilgiler verilen Güngören ilçesi ve yerel yönetimi tanıtılarak kurulduğu zamandan günümüze belediye başkanlığı ve belediye meclis üyeliği seçimleri çizelge halinde anlatılmış, son olarak ise Güngören İlçe Meclis üyeleri ile Güngören İlçe Meclisi’nin işlevselliği ve daha ileri seviyelere nasıl taşınabilirliği konularında görüşmeler yapılmıştır.	tr_TR

dc.description.abstractol	In the survey, the subject of parliament, which is an indispensable part of modern democracies and local governments, is studied. The concept of administration is explained by defining the democracy and the answer of the question "why local governments are there" is sought. Turkey's local governments are analyzed and the definitions of provincial special administrations, district municipalities and metropolitan municipalities as well as the duties and authorities granted by the relevant laws are explained. Historical development of the municipalities in Turkey and the constitutional importance attached to them from the time of the Ottoman State to date and the District Councils are technically analyzed within the framework of the Law. In the survey, Güngören District and local government, which is shown as the sample district and brief information has been provided for, are introduced and the elections and the municipal council members are presented in a chart as of the establishment to date. Finally, the functions of the Güngören District Council and functionality thereof are discussed, and further discussions were held on the improvement issues.	tr_TR
