Dünyada pek çok kentin ortak sorunlarından biri, eskimiş, günün
ihtiyaçlarını karşılamayan, güvenliğini kaybeden ve afet zararlarının riski
altında olan tarihi kent merkezlerinin yarattığı çöküntü bölgeler ve onların
fiziksel, sosyal ve ekonomik bakımlarından iyileştirilmesi ve tarihi ve kültürel
değerlerinin korunmasıdır. İstanbul’da korunması gereken bölgelerden birisi
tarihi yarım adasında bulunan Neslişah ve Hatiçe Sultan (Sulukule)
mahallesidir. Bölge kentsel dönüşüm projesiyle yakın zamanlarda
değiştirilmiştir. Bu çalışmada Sulukule bölgesinde büyük ölçekte değişimler
sırasında eski mahallenin tarihi, fiziksel, kültürel, ekonomi ve sosyal
değerleri önemli olarak kentsel dönüşüm, kentsel yenileme tanımları,
türlerini ve uygulama yöntemlerini açıklayip konuya hazırlık yapılmıştır;
Dünya üzerinden İtalya’da Alberobello, Almanya’da Nürenberg, Bosna
hersek’de mostar ve Türkiye’den Safranbolu kentleri Sulukule değişimine
benzer örnekleri olarak ele alıp incelenmiştir; bölgenin tarihçesini, içinde
yaşayan romanlar, eski ve dönüşüm sonrası mevuct durumunu analiz edip
yeni yapılan projede tarihi, sosyal, ekonomi ve kültürel değerlerin kayıpları
belirtilmiştir. Eski mahallenin dönüştüğü zaman etrafındaki mahalleler ile
tamamen bağımsız, mahalle ölçeğinde bir dönüşüm yapılması belirtilmiştir.
Fiziksel bakımından eski mahallenin mimari özelliklerini analiz edip yenileme
projesi ile karşılaştırıp, yeni mahallenin tasarım ve malzeme bakımından
İstanbul tarihi yarım adası içersinde, karasurların bitişiğinde uyumsuz şekilde uygulanmaması açıklanmıştır; Yanlış politikalar sonucunda
ekonomik bakımından bölgede yaşayan dargelirli sakinlerin kendi evlerinden
yeni pahalı villa formu evlere taşındıkları sürecinde borçlandırılıp bir çoğu
yeni mahalleye yerleşememiş ve roman halkının toplandığı bir mahalle
sakinleri farklı yerlere dağılmış ve sosyal ve ekültürel bakımından
dışsılandırılmış duruma getirtirilmişler. |

It is a common issue for many cities over the world to maintain and
preserve any historical and cultural assets by means of physical, social and
economic improvement of the blighted zones created by the outmoded
historical centrums that are far from meeting the today needs, unsecure, and
prone to disasters. One of the zones that need to be preserved is the
Neslişah and Hatice Sultan (Sulukule) district in the historical peninsula.
From its foundation in 1504 AD, this settlement has recently undergone
radical changes by the urban transformation project. This study aims at
elaborating any historical, cultural, economic and social assets of the old
district inducing large scale changes in the Sulukule District, followed by a
theoretical clarification of the urban transformation, urban renewal definitions,
types and application methods. It has been proposed to realize a local
transformation of the historical zone on district scale, independent of the
surrounding districts. Upon a physical comparison of the historical and
architectural characteristics of the district within the framework of the
restoration project, the “incompatibilities appeared In transformation” by
design and material just beside the city walls within the historical peninsula of
Istanbul as a result of the wrong policies have been determined as follows:
the local people of limited income living in the district has been dislocated
from their homes, whereupon the new buildings have turned into expensive
