dc.description.abstractKültür, toplumların geçmişten bugüne biriktirdikleri bilim, dil, sanat, felsefe, örf ve adetlerin bütününü ifade eder. İnsanı içinde yaşadığı topluma bağlayan bütün davranış ve düşünüş biçimleri, tarih içinde oluşan değer kalıpları kültürün içinde kendine yer bulur. Fertlerin toplum halinde yaşaması için kurallar belirlenirken, gerek merkezi yönetim gerekse yerel yönetimler tarafından kültür alanını Şekillendirecek kültür politikalarına da ihtiyaç duyulur. Belediyelerin sadece altyapı faaliyetleri, yürüten yerel örgütler olduğu Şeklinde yerleşik algının değişmesiyle bu konudaki toplumsal talepler de farklılaşmaya başlamıştır. Bu doğrultuda belediyelerin sosyal ve kültürel alanlarda sunduğu hizmetler çeşitlenerek artış göstermiş, fiziki ve sosyal belediyeciliğin yanında kültürel belediyecilik de bir kavram olarak oluşmaya başlamıştır. Kültürü, sosyal belediyecilik alanının bir alt başlığı olarak ele alan anlayış yerini, kültürel belediyeciliğin fiziki ve sosyal belediyeciliği tamamlayan bir olgu olduğu düşüncesine terk etmeye başlamıştır. Bu çalışmada yukarıdaki perspektiften bakılarak kültür politikası, medeniyet ve kalkınma kavramları ele alınmış, kent kültürü bağlamında yerel kalkınma dinamiği olarak kültürün önemi vurgulanmıştır. Konuya giriş teşkil etmesi nedeniyle yerel yönetimlerin tarihi gelişimi, bugünkü durumu ve yerel yönetimlerde kültüre ilişkin yasal çerçeve ortaya konulmuştur. Kültürel belediyecilik çerçevesinde belediyelerin kültürel faaliyetleri ana başlıklar halinde açıklanmıştır. AB üyelik süreci Türkiye‟de kültür politikalarının yerelleşmesini gerekli kılmaktadır. AB‟nin kültür politikasının merkezinde, kültürün yerelleşmesi, kültürel çeşitliliğin desteklenmesi, toplumun bütün kesimlerinin kültürel faaliyetlere eşit katılımının sağlanması sanatın ve yaratıcılığın desteklenmesi yer almaktadır. Türkiye‟nin yerel kültür politikalarına doğrudan etkisi nedeniyle AB kültür müktesebatı da çalışmada ele alınmıştır.tr_TR

dc.description.abstractolCulture represents science, language, art, philosophy, and customs that societies cumulate from the past till today. All arguments and behavioural patterns that connect one to the society he lives within,and values that form without history find themselves a spot within culture. Central and local governments must determine their cultural politics to embody their cultures as an individual is in need policies in order to live within a society Local services that aren‟t formed with this conscious are limited with the contribution they can give the city and those that reside in it. Since the thought that municipalities aren‟t just bodies that implement infrastructural operations have changed, so has the demands of society. In accordance, besides the physical and social aspects of municipalities the cultural aspects have started to form about too. The cultural aspect of municipalities should be assesed as part of a whole with the physical and social aspects, rather than evaluated as a subtitle This paper use the above perspective to discuss cultural politics, civilisation and development and also focuses on the importance of culture in the local development dynamics. This thesis also touches upon the culturel policy, civilazation and development of local governments, their states today and the legal devolepment policies they have addressing culture. The cultural operations within the cultural municipalities are dealt with under main headings. Cultural services have been localised through the support of cultural differences, the localisation of cultures, the effort of creating people from all backgrounds to participate in cultural activities, and the importance that art and creativity has on the acceleration of Turkey‟s process to join the European Union. The EU cultural programs have also been mentioned in this thesis in terms of its effect on Turkish cultural politics.tr_TR
