dc.description.abstractGünümüz dünyasında yaĢanan hızlı değiĢim süreci, merkezden yönetim ve yerinden yönetim tartıĢmalarını gündeme getirmiĢtir. DeğiĢen sosyal politika anlayıĢının yerelleĢmesi Türkiye‟de henüz geliĢme aĢamasındadır. Sosyal hizmetlerin etkinliği yerel yönetimlerin mahalli ihtiyaçlara karĢı alacağı yerinden çözümlerle etkili olabilmektedir. Yerel yönetimlerin sosyal politikalar içindeki önemi, sürekli ve bilimsel yöntemlerle yapılan çalıĢmalarla sosyal hizmetlerin kurumsallaĢması ile geliĢecektir. Bu çalıĢmada, dezavantajlı sosyal grupların baĢında gelen engellilere yönelik belediyelerce uygulanan sosyal hizmetlerin niteliği, sonuçları ve etkileri araĢtırılmaktadır. Son yıllarda özellikle engelli vatandaĢların çok daha fazla etkilendiği yeni yoksulluk olarak adlandırılan kentsel yoksulluk, şehir içinde derinleşen fırsat eĢitlikleri, göç, sağlık, eğitim ve istihdam sorunlarının Bağcılar Belediyesi Engelliler Sarayı‟ndaki uygulamalar incelenerek, sosyal hizmetlerin yerelleşmesi konusunda genel bir değerlendirme yapılmış, sosyal hizmetlerin en öncelikle kesimi olan engellilerin rehabilitasyon, bilgilendirme, danışmanlık, eğitim ve istihdam alanlarında nasıl hizmet aldıkları incelenmiştir.tr_TR

Decentralization of the changing concept of social policy in Turkey under development.
