dc.description.abstractTürk toplumunun ve idari yapısının tarihsel evriminde, demokratikleşme süreci her zaman kırılgan ve çelişkili bir yapı üzerinde oluşmaktadır. Kapitalist sistemin çevresinde yer alan Türkiye’nin demokratikleşmesinin yerel ve ulusal düzeyde gelişmesi pek çok faktöre bağlıdır. Merkezi otoritenin meşruiyet krizini aşmaya yönelik önlemleri, askeri darbeler, kapitalizm, ekonomik krizler, sivil haklar, özgürlükler ve demokrasi kültürünün düzeyi, geleneksel kamu yönetiminin dönüşümünü ve değişiminin nedenleridir. Bu çalışmada, Türkiye’de demokrasinin demokratikleşmesi bağlamında yerel yönetimlerin 1980 askeri darbesinden sonra yaşadığı dönüşümü, sivil toplumun kendi kimliğini rahatça ifade edebilme ve haklar elde edebilme süreci tartışılmaktadır.tr_TR
