dc.description.abstract	Yerel Yönetimler, ülke içerisine yerleşmiş büyüklü küçüklü köy, kasaba, kent gibi yerleşik insan topluluklarının ortak yerel nitelikli ihtiyaçlarını karşılamak amacıyla belli bir hukuk düzeni içerisinde oluşturulmuş, anayasal kuruluşlar olarak nitelendirilir. Türkiye’de yerel yönetim kuruluşları İl Özel İdaresi, Belediyeler, Köyler olmak üzere 3 kısımdan oluşur. Tezde bu kuruluşların yapısı, görev ve yetkileri, organizasyon faaliyetlerinden konuya girilmiştir. Bu konulardan sonra, Belediyelerin yapıları, görevleri incelenip, detaylı şekilde anlatılmıştır. Ardından İstanbul Büyükşehir Belediyesindeki Kültür, Sanat faaliyetleri ve bu konuyla alakalı çalışan birimlerin organizasyon yapısı, personel yapısı, mevzuatı hakkında bilgiler verilmiştir. En son olarak İstanbul Büyükşehir belediyesinin İştiraki olan Kültür A.Ş.’nin ne tür hizmetlerde bulunduğu, yapısı, kontrol mekanizması, personel yapısı, kime nasıl hizmet verdiği, ihaleleri nasıl aldığı ve İstanbul Büyükşehir Belediyesine ait yerleri nasıl işlettiğine dair bilgiler verilmiştir. Konu içerisinde Kültür A.Ş.’nin 2011 yılına ait gelir-gider tabloları, yaptığı kültür faaliyetleri ve sayısından bahsedilmiştir.	tr_TR

dc.description.abstractol	Local Governments were shown as the settlements whether they are large or small, villages, towns and cities resided by people and built for their needs. Special Provincial Administrations include the local government agencies, municipalities and villages. In this study, the structure of the organizations, their duties and functions and activities were examined. Then, the structures of municipalities and their tasks were analyzed and described in detail. After that, the information about the cultural and art related activities of Istanbul Metropolitan Municipality was given in addition to the information about the department working these subjects in terms of their organization structures, employee composition and legislations. In closing, the information about the services, structure, control mechanism, service style, bid style and place functioning of Culture Company of Istanbul Metropolitan Municipality was provided. Also, its the tables of income and expenses, and cultural activities with their numbers were shown.	tr_TR
