dc.description.abstract	Yerel Yönetimler, kamu hizmetlerinin yanı sıra yaşamsal ihtiyaçların halka ulaşmasını sağlayan önemli yönetim birimleridir. Yerel hizmetlerin yerine getirilmesinde Büyükşehir Belediyeleri ve kurdukları “İktisadi Teşekküller” de yer almaktadır. İstanbul Büyükşehir Belediyesi de İstanbul genelinde birçok alanda iktisadi teşekkülleri vasıtasıyla hizmet vermektedir. Ekonomik gelişmeler, ticari ve turizm faaliyetleri, alternatif ulaşım imkanları ve ihtiyaçlar araç sahipliğini artırmaktadır. Kent ve trafik düzenine katkı sağlayacak otopark, marina, heliport park alanlarının oluşturulması gerekmektedir. Son yirmi yılda araç sayısındaki hızlı artışla özellikle otopark alanlarının yetersiz kalması bu sorunu daha da ileri düzeye taşımıştır. Araç sahipliğinin önümüzdeki yıllarda daha da artacağı tahmin edilmektedir. Bu teşekküller arasında yer alan ve tezimizin ana temasını oluşturan İSPARK A.Ş’nin kara, deniz ve hava taşıtlarının park ihtiyacını karşılamaya yönelik yatırım ve projeleri üzerinde durulmuştur. Dört bölümden oluşan çalışmamız da ilk olarak Yerel yönetimlerin kavramı ve gelişimine değindik. İkinci bölümde dönemsel Belediye uygulamaları ve Büyükşehir Belediye yönetimine yer verirken üçüncü bölümde ise belediyelerin oluşturduğu iktisadi teşekküllerin amaçları, yönetimi ve hukuki yapısı, oluşumu ve denetimi üzerinde durduk. Tezimizin son bölümünde ise konumuzun esasını teşkil eden İstanbul Büyükşehir Belediyesi teşekkülü İSPARK A.Ş’yi inceledik. Bu teşekkülün kuruluşu, yönetim yapısı ve faaliyet alanlarını belirttik. Araç park alanları konusunda yaptığı çalışma ve stratejileri değerlendirdik. Son olarak yapılan hizmet ve projelerin ortaya koyduğu ekonomik, sosyal, siyasal ve kurumsal faydalarını güncel veri ve bilgiler ışığında ortaya koymaya çalıştık.	tr_TR

dc.description.abstractol	Local Administrations are fundamental management units ensuring the provision of public services as well as vital requirements for the community. Metropolitan Municipalities and the “Economic Enterprises” established by them play a major role in the fulfilment of local services. Istanbul Metropolitan Municipality has also been rendering service in various fields throughout Istanbul with the help of its economic enterprises. Economical developments, trade and tourism activities, alternative transportation opportunities and requirements have increased the rate of car ownership. For this reason, it is required to provide parking garages, marinas and heliport parking areas which will contribute to urban and traffic scheme. Particularly the insufficiency of the parking areas due to the sharp increase observed in the number of the vehicles for the last twenty years has extended the scope of this problem. It is also estimated that car ownership will increase more in the upcoming years. In this study, the investments and projects of ISPARK A.S., which is among such enterprises and constitutes the main theme of our thesis, with regard to the satisfaction of parking needs of land vehicles aircrafts and vessels. We dealt with the concept and development of Local Administrations in the first chapter of our thesis consisting of four chapters. Second chapter contains periodical Municipality implementations and Metropolitan Municipality management whereas the third chapter puts emphasis on the objectives, management and legal structure, formation and inspection of the economic enterprises established by Municipalities. In the last chapter of our thesis, on the other hand, we reviewed ISPARK A.S. which constitutes the core of our subject and is an enterprise of Istanbul Metropolitan Municipality. We specified the establishment, management structure and activity areas of this enterprise. We also evaluated its works and strategies devoted to car parking areas. Last of all, we tried to highlight the economical, social, political and corporate benefits of the rendered services and projects in light of updated data and information.	tr_TR
