dc.description.abstract	Yerel yönetimler toplumun yaşam kalitesini en iyi şekilde arttırması ve yürütmesi açısından en önemli olgulardan bir tanedir. Bu konu içerisinde de en önemli görev belediyelere düşmektedir. Yerel anlamda toplumun temel ihtiyaçlarının karşılanması ve yaşamını sürdürmesi açısından belediyenin yapmış olduğu hizmetler büyük önem arz etmektedir. Toplum bilincinde, insanların yaşam kalitesini arttırabilmesi için belli kurallar ortaya konulmuştur. Bu kuralları uygulayıp, mevzuat haline getirmek, belediyelerin en önemli görevidir, bu sebeple belediyeler kendi yapısı içinde örgütlenmeye gitmiş ve zabıta müdürlüğü de örgütün içindeki birimlerden biridir. Bu araştırmada zabıta teşkilatının yerel yönetimlerde yeri, önemi, tarihi, yapısı, fonksiyonları ele alınıp incelenmiştir. Son olarak bu yapıyı iyi uygulayan belediyelerden biri olan İstanbul’un ilçesi Küçükçekmece belediyesi örnek olarak ele alınmıştır.	tr_TR

dc.description.abstractol	The local administrations are one of the most important factors for the increase and conduct of quality of life of the society. The most important task within the subject matter hereinabove falls in the share of municipalities. The activities, conducted by the municipality, pose great importance in respect of the satisfaction of fundamental requirements of the society in local respect and maintenance of its life. Certain rules are brought forward in order that people can increase the quality of their lives within the consciousness of the society. It is the sole duty of the municipalities to apply these rules and gather the same into a regulation. For this reason, it establishes various departments within its structure and provides services pertaining thereto. The municipal police organization takes place among this structure as well. In this research, the place, importance, history, structure and functions of the municipal police organization are handled and examined accordingly. Finally, the Municipality of Küçükçekmece, a Town of the city of Istanbul, which is one of the municipalities applying this structure in the best way, is taken into consideration as an example.	tr_TR
