dc.description.abstract	En geniĢ anlamıyla bakıldığı zaman Sosyal belediyecilik, belediyeler tarafından üretilen politikaların merkezinde insanın yer aldığı ve toplumu hedef alan uygulamaların benimsendiği bir anlayıĢ olarak ifade edilebilir. Özellikle 1990‟lardan sonra Türkiye‟de de çalıĢılan bir alan haline gelmiĢ olan sosyal belediyecilik, Ģehirlerin birbirleri ile rekabetini ve Ģehirlerin tanıtımında önemli bir unsuru temsil etmektedir. Bu hizmetler genellikle sosyal yardım, sosyal hizmet ve kültürel çalıĢmalar kapsamında süregelmektedir. Bu çalıĢmanın amacı, sosyal belediyecilik algısını, Ġstanbul BüyükĢehir Belediyesi örneği ile sosyal belediyecilik anlayıĢı içerisinde ĠBB‟nin yapılan hizmetlerini ve bu hizmetleri gerçekleĢtirenlerle hizmetten faydalananların hizmetlere iliĢkin algılarını ve tutumlarını irdelemektir. Bu kapsam doğrultusunda, sosyal devlet/refah devleti, sosyal politika ve sosyal belediyecilik kavramlarına iliĢkin literatüre yer verilmiĢtir. Ardından ĠBB‟nin sosyal belediyecilik anlayıĢı çerçevesinde yürüttüğü hizmetler ele alınmıĢtır.	tr_TR

dc.description.abstractol	Social municipality can be defined as an understanding that allows municipalities to take people on the basis of the policies they produce and to implement human and community based practices. In Turkey, especially in the 1990s, the concept of social municipality, which started to expand its application area with the personal efforts and efforts of some mayors, became one of the important policy elements in the competition and promotion of cities. These services are mostly carried out within the framework of social assistance, Social Services and cultural activities. The aim of this study is to reveal the perception of social Municipality within the framework of social municipality understanding through the Istanbul Metropolitan Municipality sample and to determine the perceptions and attitudes of the operators and beneficiaries regarding the services offered. In this context, the literature on the concepts of social state/welfare state, social policy and social municipality has been included. Then, the services provided by the IBB within the framework of social municipality understanding were discussed.	tr_TR
