dc.description.sponsorship	Today, terrorism, which is an international problem, has become one of the greatest disasters in human history. The failure of countries in an integrated and coordinated way of combating terrorism, like other crimes, causes an increase in crime rates. The governments’ military and police-oriented struggle without changing their perspectives about fight against terrorism has not been an effective mean of combating the crime; on the contrary, the damage caused by military and police interventions has become the propaganda material of terrorist organizations. These days, new strategies and combat techniques should be developed in order to prevent terror crimes and to explain the causes of terrorism. Interpol, which is one of the international organizations established to combat various crimes such as combating terrorism, depends on certain conditions to struggle in an efficient way. Problems such as legal differences of member states, their national interests etc. make the contributions of states within the organization inadequate. Besides, lack of an international definition of terrorism affects the common struggle. What are the methods used by the Turkish Police Force and the International Criminal Police Organization (INTERPOL), which has participated in the fight against crimes such as terrorism, in the fight against international terrorism? To what extent there is a cooperation between Interpol and Turkish Police Force? What are the structural deficiencies of Turkish Police Force and Interpol in the fight against international terrorism? How do the international conventions for joint struggle affect the fight against international terrorism? These kinds of questions have been discussed in this study. Moreover, the concepts of terror and terrorism are explained and cooperation between these two organizations and the international conventions, which they are subject to, have been addressed. Finally, the issues related to the improvement of cooperation and the elimination of deficiencies have been emphasized.	tr_TR

dc.description.abstractol	Günümüzde uluslararası bir sorun olan terörizm, insanlık tarihinin yaşadığı en büyük felaketlerden biri haline gelmiştir. Ülkelerin diğer suçlar gibi terörizm suçlarında da bütünleşik ve koordineli bir mücadele yöntemin de başarısız olması yaşanılan suç oranlarında gitgide artışa neden olmaktadır. Devletler terör ve terörizm konusundaki mücadele bakış açılarını değiştirmeyip sadece askeri ve polisiye odaklı mücadele etmeleri, bu suçla etkili bir mücadele aracı olmamış, aksine askeriye ve polisiye müdahalelerin yaşattığı tahribatlar, terör örgütlerinin propaganda malzemesi haline gelmiştir. Günümüzde terör suçlarını engelleme ve terörizmi ortaya çıkaran sebepler konusunda yeni stratejiler ve mücadele teknikleri geliştirilmelidir. Terörizm ve terör suçlarıyla mücadele gibi çeşitli suçlarla mücadele için kurulmuş uluslararası teşkilatlardan biri olan İnterpol’ün sağlıklı bir şekilde mücadele göstermesi belirli şartlara bağlıdır. Üye ülkelerin yasal farklılıkları, kendi ulusal çıkarları vb. sorunlar devletlerin örgüt bünyesinde gösterdiği katkıları yetersiz bırakmaktadır. Bunun yanında terörizmin uluslararası ortak bir tanımının olmayışı ortak mücadeleyi etkilemektedir. Terörizm gibi suçlarla mücadele konusunda görev alan Türk Emniyet Teşkilatı ve Uluslararası Kriminal Polis Örgütü (INTERPOL)’nün uluslararası terörizm ile mücadelede kullandığı yöntemler nelerdir? İnterpol ve Türk Emniyet Teşkilatı arasındaki işbirliği ne ölçüdedir? Türk Emniyet Teşkilatı ve İnterpol’ün Uluslararası Terörizm ile mücadele konusundaki yapısal eksiklikleri nelerdir? Ortak mücadele için oluşturulan uluslararası sözleşmeler uluslararası terörizm ile mücadeleyi nasıl etkilemektedir? Bu tarz sorular bu çalışmada ele alınmıştır. Ayrıca terör ve terörizm kavramları açıklanmış ve iki örgüt arasındaki işbirliğine ve tabi oldukları uluslararası sözleşmelere değinilmiştir. Son olarak işbirliğinin geliştirilmesi, eksikliklerin giderilmesine dair konulara vurgu yapılmıştır.	tr_TR
