dc.description.abstract	YaĢadığımız evrende insanlığın meydana geldiği ilk çağlardan beri, insanlık farklı afetlerle yüz yüze gelmiĢtir. Afetlerin bazılarının meydana geleceği zaman bilinebilmektedir. Fakat doğal afetlerin çok büyük kısmının ne zaman olacağı bilinememektedir. YaĢadığımız dünyada doğa devamlı bir Ģekilde değiĢim ve dönüĢüm içerisindedir. Teknolojinin geliĢmesi sonucu bazı doğal afetlerin ne zaman olacağı doğal afet olmadan tahmin edilebilmektedir. Tahmin edemediğimiz bir doğal afetin meydana gelmesi, devasa bir olay haline dönüĢmesi canlı, cansız bütün varlıkları tehlike altına almaktadır. Bu tahmin edilemeyen olaylar karĢısında insanlar ve diğer canlılar genellikle hazırlıksız yakalanırlar. Doğal afetin büyük olması sonucu çoğu zaman hazırlık yapılmıĢ olsa da bu hazırlıklar yetersizdir. Dünyadaki ülkelerin çoğunluğu doğal afet risklerini en düĢük seviyede tutmak için doğal afet yönetim sistemleri oluĢturulmuĢtur. Türkiye‟de de merkezi yönetim ve yerel yönetimlerde çeĢitli doğal afet yönetim düzenleri meydana getirilmiĢtir. Buradaki amaç doğal afet esnasında oluĢabilecek can kayıpları ve mal zararlarını en düĢük seviyeye indirmektir. Günümüzde dünyada ve Türkiye‟de kullanılan en son doğal afet sistemi olarak bütünleĢik doğal afet planı uygulanmaktadır. BütünleĢik afet yönetiminde asıl olan 4 evredir. Bu 4 evreyi ayrı ayrı düĢünmek yerine birbirleriyle koordineli bir Ģekilde kullanmak afet yönetim sistemini etkin kullanmak anlamına gelmektedir. Bu çalıĢmada, Sarıyer ilçesi kurumların ve burada yaĢayan insanların doğal afetlerle mücadelesi ve kurum ve kuruluĢların afet yönetimi ele alınmaktadır. Tezin ilk kısmında afetlerle ilgili terimlerin ne anlam ifade ettikleri ve doğal afet çeĢitleri hakkındaki kavramların açıklamaları yer almaktadır. Ġkinci kısımda ise Sarıyer ilçesinin genel olarak tanıtımı yapılmıĢ ve yerel yönetimlerdeki doğal afet yönetim Ģekilleri hakkında genel bir bilgi verilmiĢtir. Üçüncü ve son kısımda ise Sarıyer‟le ilgili ilçenin doğal afet müdahale planlarıyla ilgili bilgiler ile Sarıyer ilçesi genelinde meydana gelmiĢ doğal afetlerle ilgili bilgiler yer almaktadır	tr_TR

dc.description.abstractol	Since the very beginning of creation of humanbeing in the universe, man has faced different natural disasters. For some of the natural disasters, when they will occur can be predicted. But most of them can not, unfortunately. Nature has been in continuous change and transformation. Thanks to developing technology, we can predict and calculate when the natural disaster will occur beforehand. Occurrence of an unpredicted natural disaster endangers the whole ecosystem including living and non-living things. When the people and other creatures face this kind of unpredicted natural disasters, they are often caught off-guard. Even if necessary precautions are taken, they may not work due to extreme hazards. The majority of the countries in the world organizes Naturel Disaster Management Systems to keep the risk of natural disaster in the lowest level. In Turkey, similar measures are taken by central and local authorities, as well. The point here is to diminish loss of lives and properties to the lowest level during the disaster. Nowadays, in Turkey and the rest of the world, an integrated disaster plan is implemented as current disaster system. The integrated disaster plan consists of four stages. Instead of taking these four stages separately, coordination with each other ensures efficiency of disaster management system. In this study, disaster recovery and disaster management in Sariyer are taken into consideration. In the first part of the study, we identify the relevant terminology and provide the explanations of the terms about natural disaster types. In the second part, Sariyer which is a distinct in the Istanbul is advertized and general information about disaster management types in local distincts is provided. As third an final, informations about recovery plans and past natural disaster experienced in Sariyer is explained.	tr_TR
