dc.description.abstract	Günümüzde iktisadi faaliyetler geleneksellikten uzaklaşarak bilgiye dayalı teknolojik ilerlemenin sağlandığı, rekabetin yoğunlaştığı, girişimlerin arttığı faaliyetler haline gelmiştir. Yaşanan bu dönüşümün en önemli nedeni bilginin üretim faktörü olarak kabul edilmesinden kaynaklanmaktadır. Bilgiye olan bakış açısının değişmesi ve ekonomideki yerinin farklılaşması devamında bir dizi etkileşime neden olmuştur. Bilgi ekonomisinin ortaya çıkışı ve artık bu doğrultuda hareket edilmesi gerektiğinin anlaşılmasıyla beraber bu alana olan ilginin de arttığı görülmektedir. Bilgiyi üreten ve bunu etkin bir şekilde üretim sürecine katan ekonomiler bilgi ekonomisi olarak nitelendirilmektedir. Bilgi ekonomisi araştırma ve geliştirmenin, yaratıcılık ve inovasyonun yer aldığı, tüm kritik unsurları içinde barındıran ekonomik anlayış bütünü olarak görülmektedir. Ülkeler bilgi ekonomisi anlayışını kavrayarak, gelişmiş bir ekonomi olma amaçlarını gerçekleştirebileceklerdir. Bilgi ekonomisinin gelişimin anahtarı haline gelmesi ile ekonomik yapıda başlayan değişim, ekonomik aktörleri bu doğrultuda hareket etmeye yönlendirmektedir. Bu çalışmada bilgi ekonomisi özelikleri anlatılarak, güçlü bir ekonominin sahip olması gereken nitelikler ele alınmaya çalışılmıştır. Seçili ülkelerin bilgi ekonomisi alanındaki çalışmalarından bahsedilerek, ülkelerin bu kapsamdaki ekonomi politikalarına yer verilmeye çalışılmıştır. Çalışmada Türkiye’nin bilgi ekonomisi göstergeleri doğrultusunda, bu alanda yapmış olduğu çalışmalara yer verilmeye çalışılmıştır. Türkiye’nin bilgi ekonomisi konusunda değerlendirmeleri ile beraber tasarladığı politikalardan bahsedilmeye çalışılmıştır.	tr_TR

dc.description.abstractol	Today, economic activities based on technological progress away from tradition by providing information, competition is intense, has become of increased activity initiative. The most important reason for this is due to the transformation of knowledge as a factor of production. Changes in attitudes to information and the location of differentiation in the economy has led to a series of interactions in progress. With the emergence of the knowledge economy and now understood the need to move in this direction it seems to be increased interest in this area. It is described as producing knowledge and information economy efficient economy which adds to the production process. Research and development of knowledge economy, where creativity and innovation are seen as an economic understanding of all critical elements of which contains a whole. Countries grasp the understanding of the knowledge economy will be able to realize their goal of becoming a developed economy. Information becomes the key to the development of the economy started to change the economic structure, economic actors are directed to move in this direction. In this study, explaining the features of the knowledge economy, qualities that should have been tried to be dealt a strong economy. Mentioning the work of selected countries in the field of knowledge economy, countries have tried to give place to the economic policy in this context. Study Turkey's knowledge economy indicators in line with the work in this area attempts to answer. Turkey, along with the knowledge economy topic reviews designed policies is worth special mention.	tr_TR
