dc.description.abstract	Bu çalışmada ilk olarak Türkiye'deki idari teşkilatın nasıl örgütlendiği üzerinde durulmuş sonrasında, merkezi ve yerel idare yapıları kısaca açıklanmaya çalışılmış ve bu idari yapıların seçimle oluşturulan organları, tarihsel bir süreç izlenerek anlatılmıştır. Ayrıca bu idari teşkilat içinde kamu hizmetini sunacak kişilerin ve yönetim organlarının belirlenmesinde son derece etkili olan seçimlerin dünyadaki ve ülkemizdeki, tarihi arka planına değinilmiş ve seçimlerin demokrasi ile olan ilişkisi açıklanmaya çalışılmıştır. Türkiye'de 2002-2015 yılları arasında yapılan genel ve yerel seçimler, siyasal partilerin propaganda faaliyetleri, 2002, 2007, 2011, 2015 milletvekili genel seçimleri ile 2004, 2009, 2014 yerel seçimleri incelenerek araştırılmıştır. Bu araştırmada 2002-2015 döneminde yaşanan gelişmeler özetlenmiş; ve bu dönemde yapılan genel ve yerel seçimler, sırasıyla seçim öncesi ve sonrası siyasal durum, partilerin kampanya dönemlerinde yapılan propaganda çalışmaları ve seçim sonuçları incelenerek ele alınmıştır. Ayrıca çalışmada genel ve yerel seçimler arasındaki etkileşim, seçmenin oy tercihi üzerinden belirlenmeye çalışılmıştır.	tr_TR

dc.description.abstractol	In this study; how the administrative organization in Turkey is organized is emphasized in the first place.What comes next is; the brief explanation of the central and local administration structures and the elective organs of these administrative structures are also explained in a historical process. Furthermore, it is aimed to reach an understanding the relationship betweenthe historical background of the elections in the world and in our country, which are also highly effective in not only determining the public service providers but also the governmental authorities in this organization and also tries to focus on the relationship between elections and democracy. The general and local elections held in Turkey between the years 2002-2015, the propaganda activities of political parties in 2002, 2007, 2011, 2015 parliamentary general elections and 2004, 2009, 2014 local elections are studied. In this study; the eventsoccured during the period of 2002-2015 are summarized. And the general and local elections held during within this period were also examined by studying the pre-electionand post-election political situation, the propaganda done during the campaign periods of the parties and the election results. Also study the interaction between the general and local elections, voters were tried to be explained through voting preferences.	tr_TR
