dc.description.abstract	Dünyada modern insan kaynakları yaklaşımı olarak yetenek yönetimi çalışmaları ön plana çıkmıştır. Sürdürülebilir rekabet unsuru olarak işletmelerin insan kaynağının geliştirilmesi ve güçlendirilmesi çalışmaları İKY’nin kapsamı içindedir. Kamu kesiminde ise yeniden yapılanma çalışmaları sürecinde geleneksel kamu yönetimi anlayışından yeni kamu yönetimi anlayışına geçiş hız kazanmıştır. Bu süreçte kamu kesiminde çalışan personelin yeteneklerinin ölçülmesi, rasyonel biçimde değerlendirilmesi ve geliştirilmesi zorunlu hale gelmiştir. Sağlık sisteminin en önemli kaynağı sağlık personelidir. Türk Kamu sağlık sektörünün verimli ve etkin hizmet sunabilmesi sağlık sisteminin ihtiyacına yönelik personelin istihdam edilmesi, geliştirilmesi ve motive edilmesine bağlıdır. Sağlık Bakanlığı’nda sağlıkta insan kaynakları geliştirme sürecine uygun olarak yetenek yönetimi çalışmaları yapılmaktadır. Bu anlamda kamu sağlık personelinin yetenek yönetimi kapsamında değerlendirilecek uygulamalara yaklaşımları önem arz etmektedir. Bu çalışmada, kamu sağlık hizmetlerinin geliştirilmesi amacıyla yetenek yönetimi yaklaşımına yönelik kamu sağlığı çalışanlarının algıları araştırılmıştır. Çalışmanın amacı kamu sağlık hizmetlerinin sunumunda yer alan İstanbul İli Fatih Kamu Hastaneleri Birliği Genel Sekreterliği’ne bağlı kamu çalışanlarının algısını ölçmektir. Araştırmada “Yetenek Yönetimi Ölçeği” kullanılmıştır.	tr_TR

dc.description.abstractol	In the world, talent management work in modern human resources approach has increased to the fore. The development of human resources as a sustainable competitive factors and strengthening work is in the context of HRM. The reconstruction work in the public sector in the process of transition from conventional public administration has gained speed with the new public management approach. In this process, measuring the ability of personnel in the public sector has become necessary rational evaluation and development. The health system is the most important source of health care personnel. Turkish public of the health sector to provide efficient and effective services to the needs of the employment of the staff of the health system depends on the development and motivation. The Ministry of Health, health human resources development process is carried out in accordance talent management work. In this sense, it is important to approach talent management applications will be evaluated within the scope of public health personnel. In this study, perceptions of public health professionals in the talent management approach to the development of public health services have been investigated. The aim of the study, in the provision of public health services located in the Fatih district of Istanbul Provincial Association of Public Hospitals to measure the perception of the public employees of the General Secretariat.
