dc.description.abstract	Bu tezin amacı; MYK’nın bilişim teknolojileri elemanları için mesleki yeterlilik sınavını geniş alan ağlarında çevrimiçi yapabilmesidir. MYK için bir uzaktan sınav modeli geliştirilmiştir. Model tasarımı için MYK’nın meslek standartları esas alınmıştır. Modelin içeresinde standartlara uygun şekilde mesleki yeterlilik sınavları oluşturulmuştur, Soru bankalarının oluşturulması ve sınavların yapılması için kullanıcı modülüne ihtiyaç duyulmuştur ve kullanıcı modülü ile ilgili veri tabanı tasarlanmıştır. Modeldeki kullanıcılar, soru yapıcı, dil uzmanı, ölçme değerlendirme uzmanı, teknik uzman ve sınav yapıcıdır. Her kullanıcın bir görevi vardır. Soru yapıcı sisteme soru girer ve düzenler. Dil uzmanı soruyu dilbilgisi yönünden inceler. Ölçme ve değerlendirme uzmanı soruların seviyesini ve başarım ölçütlerini inceler. Teknik uzman soruyu mesleki standartlardaki teknik bilgilere göre inceler. Sınav yapıcı sınavın yapılmasını sağlar. Bu modül de sorular onaylandıktan sonra soru bankasına eklenir. Bu işlem soru anlaşılabilirliğini ve soru kalitesini artırmaktadır. Soru bankalarından meslek sınavları oluşturulmaktadır. Bu uzaktan online sınav modelinde farklı mesleki yeterlilik sınavlarının oluşturulması mümkün olmaktadır. Bu model aynı zamanda; adayın girdiği sınavın sonunda hangi başarım ölçütünden başarılı ya da başarısız olduğu konusunda detay rapor üretmektedir. Üretilen rapor adayın eksik bilgilerini öğrenmesini mümkün kılar. Bu çalışmada geliştirilmiş olan model ile geleneksel sınav güvenirliliğinde, uzaktan sınav yapılması sağlanır. Mesleki yeterlilik sınavlarındaki en önemli kavram öğrenme çıktıları ve başarım ölçütleridir. Bu modelde sorular hazırlanırken, her meslek ve her meslek seviyesi için MYK’nın kodları kullanılabildiğinden farklı meslek sınavlarının üretilmesi mümkündür. Bu çalışma mesleki yeterlilik sistemindeki teori sınavlarının uzaktan yapılabilmesini mümkün kılmak için hazırlanmıştır.	tr_TR

dc.description.abstractol	The purpose of this thesis; Professional Competency Board should be online test to professional competence exams on the wide area network for staff of Information technology. Distance examination model was developed for Professional Competency Board. Professional Competency Board occupational standards have been based for that reason model design. Creating a professional competence exam system in accordance with the standards in the model. Designed the User Module related database tables for created questions bank and holding the examinations. Specialist of prepare exam questions, linguist (philologist), specialist of assessment and evaluation, technical specialist, proctor are systems user of model. Each user has a role to accomplish. Specialist of Prepare Exam Questions Task add and edit questions Linguist Task evaluate the question in accordance with the grammar. Specialist Of Assessment And Evaluation Task, consider the issue the question in accordance with the performance index of occupational standards. technical specialist task consider the issue the question in accordance with the technical information of occupational standards. Proctor task, completed the examination process. Questions approved after saved to question bank in the model This process improves the intelligibility and quality of exam questions. Occupational standards exams created from question bank. Professional examination from produced question banks are created. Different professional qualification exams are possible to be created by these distant online exam models. With this model, It produces detailed reports on successful or failed at the end of the exam for the candidates. The candidates can learn incomplete information with generated reports. The model developed in this study can be done remotely exam (independent of time and place) at least in the traditional test reliability. The most important concept in the examination of professional competence is learning outcomes and success criteria. In this model, Different professional examinations could be made in order that MYK codes were used for every profession and every occupational level. This study is designed to be made remotely theory exam in the professional qualification system.	tr_TR
