dc.description.abstract	Yerel yönetimlerin yapabileceği hizmetlerin, üstlenecekleri sorumlulukların nitelikleri ve sınırları merkezi yönetim tarafından yasalarla belirlenmektedir. Benzer biçimde bu hizmetleri yaparlarken yararlanabilecekleri kaynaklar da yine merkezi idare tarafından tayin edilmektedir. Kendilerinin yapmaları gereken görevlerini belirlemede gerekse masraf kaynaklarını oluşturmada başvuru yapacakları kanun yapma ve vergi koyma erkleri yoktur. Avrupa Birliği’ne giriş safhasında olan ülkemizde kentleşme anlamında büyük bir role sahip olan belediyeler, kıt ve yetersiz kaynaklarıyla şehirleşmenin gerektirdiği gereksinimleri yerine getirmekle sorumludurlar. Ancak kaynaklarının yetersiz olmasından dolayı kentsel projeleri finanse edebilecek fonu yaratamamaktadırlar. Yüksek enflasyon nedeniyle iç pazardan uzun vadeli fon temini güçlüğü ve belediyelerin çok daha büyük ölçekli kentsel yatırımlara girişmeleri sonucu ortaya çıkan ek finansman gereği, uluslararası firmalardan alınabilecek fonları cazip hale getirdiği görülmektedir. Son zamanlarda özellikle büyükşehir belediyeleri bu amaçla Uluslararası Fonlarını kullanmakta olup, bu tür fonlara olan talep gün geçtikçe artmaktadır.	tr_TR

dc.description.abstractol	Their services of local administration, the nature of the responsibilities undertaken by the central government and the limits are determined by law.
