dc.description.abstract	Küreselleşme süreci, birçok alanda olduğu gibi kamu yönetimi alanında da değişimlere neden olmuştur. Bu perspektifte kamu yönetimi anlayışı değişerek, Yeni Kamu Yönetimi Anlayışı gündeme gelmiştir. Stratejik planlama, bu süreçte öne çıkan yönetsek tekniklerden biridir. Stratejik planlama, yönetim biliminde son yıllarda en çok önem kazanan kavramlardan biri olup ve özel sektörden sonra zamanla kamu sektöründe de uygulanmaya başlanmış ve birçok ülkede kamu sektörünün yeniden yapılanmasında kilit rol oynamıştır. Türk kamu yönetiminde de dünyadaki gelişmelere paralel olarak stratejik yönetim kavramı önem kazanmış ve kamu kurumları tarafından uygulanmaya başlanmıştır. Bu çalışmada, stratejik planlama ve yönetim yaklaşımı kamu eğitim hizmetleri yönünden ele alınmaktadır. Okullarda mevzuat gereği stratejik planlama yapılması zorunlu olduğundan okullardaki stratejik planlama algısı ve stratejik planlama uygulamalarının araştırılması önem arz etmektedir. Çalışmanın amacı, eğitim yönetiminde, Bahçelievler ilçesinde bulunan devlet okullarında stratejik planlama algısını ölçmektir. Araştırmada “Stratejik Planlama Algısı Anketi” uygulanmıştır. Anket çalışmasından elde edilen bulguların analizi sonucunda eğitimcilerin stratejik algı düzeylerinin düşük olduğu, demografik ve mesleki özelliklerine göre stratejik planlama algılarında faklılıklar olduğu tespit edilmiştir.	tr_TR

dc.description.abstractol	The globalization has caused changes in public administration as many areas. In this context, the understanding of public administration has changed, new public management approach has come. Strategic planning is one of the leading managerial techniques in the process. Strategic management is one of the concepts that gained importance in the management sciences in recent years and began to be applied in the public sector in the course of time as well, after being applied in the private sector and it played a key role in the restructuring of the public sector in many countries. Strategic management concept has gained importance in the Turkish public sector in parallel to the developments in the world as well and has began to be applied by the public sector. In this study, strategic planning and management approach are discussed in terms of public education services. Strategic Planning Applications in public schools are required by law. Therefore, it is important to research perception of strategic planning and strategic planning practices in public schools. The aim of the study is to measure the perception of strategic planning in public schools of Bahçelievler district. In the study, Strategic Planning Perception surveys were carried out.In the results of the analysis of the obtained findings from the survey, it has identified that educators have low levels of strategic perception and the perception of differences in strategic planning according to demographic and occupational properties.	tr_TR
