dc.description.abstract	Bu çalışmanın amacı ilk ve ortaokul öğretmenlerinin hizmet içi eğitime ve hizmet içi eğitimden geçirilmelerini gerekli kılan etmenlere ilişkin görüşlerini belirlemektir. Çalışmada tarama yöntemi kullanılmıştır. Araştırmanın evrenini Türkiye ‘deki veya İstanbul ‘daki ilk ve ortaokul öğretmenleri oluşturmuştur. Araştırmaya 170 öğretmen katılmıştır. Öğretmenler hizmet içi eğitimin gerekli olduğunu, bilimsel ve teknolojik gelişmelerin hizmet içi eğitim almayı zorunlu kıldığını, meslektaşlarıyla iletişim kurulmasında önemli olduğunu belirtmişlerdir. Bunun yanında hizmet içi eğitim programları hazırlanırken öğretmenlerin görüşlerinin alınmadığını, yöneticilerin katıldığı hizmet içi eğitim faaliyetlerine kendilerinin de zorunlu olarak katıldıklarını, hizmet içi eğitim seminerlerine katılım kriterlerinin objektif olmadığını, hizmet içi eğitim görevlilerin yeterli miktarda uygulama yapmadıklarını, hizmet içi eğitim ortamlarının fiziki şartları ile ilgili öğretmen görüşlerinin alınmadığını, hizmet içi eğitim programları hazırlanırken öğretmenlerin görüşleri dikkate alınmadan hazırlandığını belirtmişlerdir. Hizmet içi eğitimlerin mesleki konferans şeklinde veya internet üzerinden ve Haziran – Eylül dönemlerinde yapılmasını daha çok tercih etmişlerdir. Öğretmenlerin hizmet içi eğitim hakkındaki görüşlerinde, cinsiyetin, medeni durumunun, eğitim durumunun, kıdem yılının, gelir durumunun, hizmet içi eğitime katılma sayısının bir etkisi görülmemiş, sadece branş değişkeninin etkisi görülmüştür. Fen ve Teknoloji öğretmenleri hizmet içi eğitim konusundaki değerlendirmeleri Türkçe öğretmenlerine göre daha olumludur.	tr_TR

dc.description.abstractol	The aim of this study is to define and explain the necessity of in service training for the primary and secondary school teachers. In this study, the survey method is used and the participants are 170 random teachers from İstanbul, Bakırköy and Güngören districts who worked in 2013/2014 academic year. The teachers emphasized that the in – service training is a necessity. The scientific and technologic developments made in-service training absolute necessity, and it is also important to communicate with their collegues. Besides they also told that their opinions are not asked while preparing the in- service programs, that they have to participate to the in-service programs which are prepared fort he managers,that the criteria for participation of in-service trainings are not objective, that the in-service trainers do not do much practice,that teachers opinions are not considered about the physical environment of the in-service training. They mostly preferred that the in-service trainings should be carried out through June-September via Professional conferences or the internet. It is seen that the sex, maritial status, education, seniority,income or the branch of a teacher has no affect on teheir points of views about in-service training The opinions of Science and Technology Teachers on in-service training is more positive than Turkish Teachers.	tr_TR
