dc.description.abstract	Yerel yönetimler ve demokrasi arasında birçok noktada pozitif iliĢkiler mevcuttur. Yerel yönetimlerin yerel halk tarafından seçimle iĢbaĢına getirilmiĢ olması, her Ģeyden önce demokratik karakterlerini göstermektedir. Yerel halka en yakın yönetim birimleri olması, bu kurumları yerel halkın katılımına elveriĢli hale getirmektedir. Merkezi yönetim ile yerel yönetimler arasındaki iliĢki yetki geniĢliği ile sağlanır. Yerel yönetimler sağlanan yetki geniĢliği ile karar alma ve uygulama iĢlemlerini yürütmektedir. Demokratik kültürün ve imkânların geliĢtiği ülkelerde yerel yönetimlerin iĢlerliği ve özerkliği daha geniĢ bir alana sahiptir. Bu durum yerel halkın yönetime ve alınan kararlara etkin katılımını, aynı zamanda kaynakların yerel yönetim tarafından verimli kullanılmasını hızlandırmaktadır. Yerel yönetimlerin yetki alanının geliĢmesi ve özerk duruma gelmeleri demokratikleĢme açısından önemli bir durumdur.	tr_TR

dc.description.abstractol	Between local authorities and democracy, there are positive relationships at many points. First of all, the local authorities get the power of governing after being elected by people and this shows its democratic character. Being the closest authority unit to the people makes these institutions suitable for participation of local people. The relationship between central and local authorities is provided by deconcentration. Local authorities carry out decisionmaking and performing procedures with the deconcentration provided for them. In the countries where the democratic culture and means are improved the local authorities have a wider area for autonomy and functionality. This fact expedites the participation of local people to the authority and the decisions taken. And it also accelarates the effective usage of resources by local authority. The development of deconcentration of local authorities and their being autonomous are important in the way of democratization.	tr_TR
