dc.description.abstract	Kent konseyleri, yerel, demokratik katılım mekanizmalarından biridir. Kentin sosyal, kültürel ve kentsel yaşamına katkı sağlamak amacıyla oluşturulmuş yapılardır. Kent konseylerinin temeli, ülkemizde de uygulanmış olan Yerel Gündem 21 Programına dayanmaktadır. Yerel Gündem 21 Programı ile Türkiye’de kent konseylerinin oluşumu ve gelişmesi sağlanmış, daha sonrada yasal çerçevesi oluşturulan bir yönetmelik ile Türkiye’de yaygınlaştırılması sağlanmıştır. Bu çalışma ile kent konseylerinin geçmişten bugüne kadar geldiği nokta ve ulusal ölçekte yapılan çalışmalar anlatılmıştır. Ayrıca kent konseylerinin gelişimi ve desteklenmesi için oluşturulan birlik ve platform faaliyetleri hakkında bilgiler verilmiştir. Bir kent konseyi deneyimi olarak, Silivri Kent Konseyinin çalışmaları anlatılarak, örneklerle değerlendirilmiştir. Kent konseylerinin işlerliği konusunda yaşanan sıkıntıların yanında daha etkin yapılara dönüştürülmesi için gösterilen çabalar önem taşımaktadır. Bu çabaların sonucunda kent konseyleri, geliştirilerek önemli zamanla artan ve yerel demokrasinin gelişimine daha fazla katkı sağlayan yapılar haline dönüşecektir.	tr_TR

dc.description.abstractol	City council, is one of the local democratic participation formations. These frameforks are created to contribute to the city’s social, cultural and urban live. The basis of City councils is founded during the implementation Local Agenda 21 in our country. The formation and development of City councils is done by Local Agenda 21 Programme, afterwards with a legal frame regulation it is spread along Turkey. This study presents the evolution of City councils from the past to present in national scale. Additionally provides information regarding the alliance activities to support growth of City councils. Silivri City council’s experiences and Works are decribed and supported with sample studies. Besides the difficulties faced during oprations of City councils, the struggle shown to transform these frameworks to more efficient structures is in critical importance. The consequence of this effort, in the course of time importance willincrease and will contribute for the development of local democracy.	tr_TR
