dc.description.abstract	Dünyanın tüm ülkelerinde kamu yönetiminin önemli ve vazgeçilmez bir öğesi olan yerel yönetimler, anayasa ile düzenlenmiş, demokratik ve özgür örgütler olarak yönetim sistemleri içerisinde ağırlıklarını devamlı olarak arttırmaktadırlar. Değişen dünya koşulları ve merkezi yönetimin iş yükünün oldukça artması nedeniyle, görevlerini aksatmaları, yerel özellikli kamu hizmetlerinin halka en yakın olan yerel yönetim birimleri tarafından yerine getirilmesi anlayışının benimsenmesi, hizmet sunumunda halkın beklentilerinin bütünüyle karşılanmak istenmesi ve bu hizmetlerdeki verimlilik ve etkinliğin arttırılması gibi nedenler yerel yönetimlerin önemini gözler önüne sermektedir. Zira demokrasinin ana örgütlerinden biri olarak kabul edilen yerel yönetimlerin, halka yönelik en yakın yönetim unsurları olarak halk isteklerini daha iyi karşılayacağı ve bu hizmetleri en hızlı ve yeterli bir şekilde gerçekleştireceği düşünülmektedir. Küreselleşmenin tüm dünyada sınırları ortadan kaldırması ve bilginin hızlı yayılımı, farklı sistemlerin değişimini de zorunlu kılmıştır. Değişim ve gelişim eğitim alanında da kendini göstermektedir. İçinde yaşadığımız bilgi çağına uygun bireyler yetiştirme ve eğitme gerekliliği, eğitim politikalarının da odak noktasını oluşturmaya başlamıştır. Ülkemizde de son yıllarda yapılan düzenlemelerle yerel yönetimlerin eğitim alanındaki görev ve yetkileri arttırılmıştır. Yapılan bu tez çalışmasında da yerel yönetimlerin eğitim hizmetlerine katkıları ve bu alanda yapılan çalışmalar incelenecektir.	tr_TR

The arrangements made in recent years in our country, duties and powers of local governments in the field of education increased.
