dc.description.abstract	Yerel yönetim kavramı, yönetişim sürecinin özellikle yerel yönetimlerle karşılıklı etkileşim içinde gerçekleştirilmesini anlatmaktadır. Sivil Toplum Kuruluşları (STK), yerel siyasette vazgeçilmez unsurlar haline gelmeye başlamış ve kendi kurulma amaçlarının dışında da etkili olabilmişlerdir. Yerel yönetimler, halkın kendi kendini yönetmesi ayrıcalığını topluma verebilmesi noktasında sahip olduğu önemli potansiyel nedeniyle çağdaş kamu yönetimi sisteminin vazgeçilmez unsurları olarak görülmektedir. Yerel yönetimlere toplum tarafından yüklenen demokratik temsil anlayışının ilk safhası; yönetmenin asıl kaynağı olarak yalnızca halkın görülmesidir. Sivil toplum kuruluşları da yerel yönetimlerde önemli bir yere sahiptir.	tr_TR
