dc.description.abstractĐnsanlık tarihi açısından önemli dönüm noktalarından birisi olan Sanayi devrimi sonrasında önemi giderek artan kentlesme süreci değisimi ifade etmektedir. Sanayilesmenin ilk dönemlerinde gerekli olan isgücü ihtiyacını karsılamak amacıyla tesvik edilen nüfus hareketleri köylerden kentlere doğru göçün yasanmasına ve kentlerde nüfus yoğunluğunun artmasına neden olmustur. Yasanan hızlı ve sağlıksız kentlesme sonucunda, insanlar kente uyum sağlama konusunda sorunlar yasamıslardır. Ayrıca kentlesme ile ortaya çıkan, fiziki ve maddi köklü değisim ve değisiklikler mevcut iliskiler düzenini sarsmakta ve bu durum bireyleri kent hayatı içerisinde yer alan hukuki kural ve normlara aykırı davranıslarda bulunmasına neden olmaktadır. Bireyi hukuk dısı olaylara iten bu süreç kent hayatı açısından huzursuzlukların kaynağı olan suç ve suçluluk durumlarının çıkmasına zemin hazırlamaktadır. Büyük kentlerde yasanan hızlı ve çarpık kentlesme süreci suçun giderek artmasına sebep olmustur. Günümüzde suç olaylarının azaltılması ve kent güvenliğinin sağlanmasında bilgi teknolojilerinden faydalanılmaktadır. Hazırladığımız bu tez çalısmamızda kent güvenliğinin sağlanmasında bilgi teknolojilerinin kullanımının bir örneği olarak Bursa ilinde uygulamaya geçen Mobil Elektronik Sistem Entegrasyonu (MOBESE) Projesinin incelenmistir. Bu çalısmada, kentlesme konusunun yanı sıra kentlesmeyle birlikte ortaya çıkan suç ve suçluluk kavramları incelenmis. Suç olaylarının azaltılması çerçevesinde Emniyet Teskilatı’nın teknolojideki hızlı gelisme ve değisime uyum sağlayarak ortaya koyduğu Kent Güvenlik Yönetim Sistemleri (KGYS) veya bilinen adıyla MOBESE Projesi’nin ekonomik kaynakları, etkinliği, maliyeti, bilesenleri ve sağladığı getirileri incelenmistir. Konularıyla ilgili olarak yayımlanmıs önemli kitap, makale, rapor, sempozyum, konferans bildirileri taranmıs ve elde edilen verilerle konu aktarılmaya çalısılmıstır.tr_TR

dc.description.abstractolIndustrial Revolution which is one of the important turning points in the history of mankind refers to the growing importance of change in the process of urbanization. The movements of population which were stimulated in order to provide the needs of labour in the early period of industrialization have led to migration from villages to cities and increased population density in urban areas. As a result of the rapid and unplanned urbanization, people have experienced problems in adapting to the cities. In addition, the physical and material changes and variations caused by urbanization jar the layout of the existing relations and this case coerce individuals act contrary to the legal rules and norms in urban life. This process leading individuals to unlawful events precipitates the state of crime and delinquency which is a source of unrest in the city life. In big cities, the rapid and unplanned urbanization process has led to an increase in crime. Today, it has been taken advantage of technology to reduce the occurrence of crime and to provide the urban security. It has been searched in this study of thesis the MOBESE (The Mobile Electronic System Integration) project which got passed application in the province, Bursa as an example of using information technology in providing the urban security. In this study, both the issue of urbanization and the concepts of crime and delinquency in emerging urbanization were examined. It has been searched within the framework of the events of the crime reduction that the economic resources, the effectiveness, the cost, the components and the profits of the Urban Security Management Systems (KGYS) or known as the MOBESE project which was introduced by the Police adapting to the rapid development and changes in technology. On the subject of the project the important published books, articles, reports, symposiums, conference papers were scanned and tried to explain by the help of the obtained data.tr_TR
